An AIO moves heat somewhere easier to exhaust and adds a pump that never stops. Which is quieter depends on the noise you are actually trying to remove.

Fix the fan curve and clean the intake before buying either. Most machines that are loud enough to prompt a cooler purchase are loud for reasons a cooler does not address, and the money is better spent after that has been ruled out rather than before.
Once it has been: the honest answer is that a good tower air cooler and a well-specified AIO land close on noise, and the case decides which one gets there.

The short version
Air cooler. A block of fins on the CPU with a fan on it. One moving part, replaceable, no service life. Limited by how tall your case is and whether it clears the RAM.
AIO. A pump on the CPU moving heat through tubes to a radiator with its own fans. Lets you put the heat exchanger somewhere the case can actually exhaust it — and adds a pump that runs constantly and does not respond to a fan curve.

The pump is the acoustic difference that matters
Fan noise varies with load. It rises during a game and falls afterwards, and on a well-tuned machine it spends most of its time low.
A pump does not do that. It runs whenever the machine is on, at essentially one level, and it is therefore most noticeable exactly when everything else has gone quiet — late at night, on the desktop, with nothing running.
That is the trade in one sentence: an AIO can lower the peak and raise the floor. Which of those you care about depends on whether the machine annoys you under load or at idle.
Surface area is what actually buys quiet
Both technologies work the same way in the end: heat leaves through a finned surface with air moving over it. More surface area means the same heat is shed at lower airflow, and lower airflow is quieter.
So a large tower and a large radiator are both quiet for the same reason, and a small version of either is loud for the same reason. The interesting question is not air versus liquid — it is how much heat exchanger will your case physically accept.
That is where an AIO genuinely wins: in a case too short for a big tower, a 240 or 280 mm radiator mounted in the roof gives you more surface area than any cooler that would fit on the socket.
Radiator fans sound different
They are usually higher static pressure, which is what pushing air through dense fins requires. That tends to be a harder, more focused noise than a case fan at the same speed — and some people find it more irritating even when it measures lower.
Bearing type matters here as much as anywhere, and it is worth choosing on that as well as on airflow figures — fan bearings, and which ones get noisy.

The mistake to avoid
Buying a cooler to fix noise that was never coming from the cooler. The three most common sources of a loud PC are a restricted intake, an aggressive fan curve and a resonating panel, and none of them changes when the CPU cooler does — the diagnostic order is in why a gaming PC gets loud.
The second mistake is specific and worth naming: lowering the noise floor makes a constant tone easier to hear. Someone who fits a quiet cooler and then notices a high electrical squeal has not made things worse — they have uncovered coil whine that the fans were masking, and no cooler will help with it.
If this is not right for you

- Free, reversible, and the single largest determinant of noise on most machines — a cooler bought to fix an aggressive curve is an expensive way to change a setting.
- Cleaning the heatsink you already have
- A fin stack with a felt layer across it makes any cooler work harder and spin faster, and the machine gets quieter the moment the restriction goes.
- Undervolting the CPU
- Reduces the heat that has to be moved at all, which lowers fan speed without changing any hardware and costs little or no performance on most chips.
