Fix the fan curve and clean the intake before buying either. Most machines that are loud enough to prompt a cooler purchase are loud for reasons a cooler does not address, and the money is better spent after that has been ruled out rather than before.

Once it has been: the honest answer is that a good tower air cooler and a well-specified AIO land close on noise, and the case decides which one gets there.

The short version

The pump is the acoustic difference that matters

Fan noise varies with load. It rises during a game and falls afterwards, and on a well-tuned machine it spends most of its time low.

A pump does not do that. It runs whenever the machine is on, at essentially one level, and it is therefore most noticeable exactly when everything else has gone quiet — late at night, on the desktop, with nothing running.

That is the trade in one sentence: an AIO can lower the peak and raise the floor. Which of those you care about depends on whether the machine annoys you under load or at idle.

Surface area is what actually buys quiet

Both technologies work the same way in the end: heat leaves through a finned surface with air moving over it. More surface area means the same heat is shed at lower airflow, and lower airflow is quieter.

So a large tower and a large radiator are both quiet for the same reason, and a small version of either is loud for the same reason. The interesting question is not air versus liquid — it is how much heat exchanger will your case physically accept.

That is where an AIO genuinely wins: in a case too short for a big tower, a 240 or 280 mm radiator mounted in the roof gives you more surface area than any cooler that would fit on the socket.

Radiator fans sound different

They are usually higher static pressure, which is what pushing air through dense fins requires. That tends to be a harder, more focused noise than a case fan at the same speed — and some people find it more irritating even when it measures lower.

Bearing type matters here as much as anywhere, and it is worth choosing on that as well as on airflow figures — fan bearings, and which ones get noisy.

The mistake to avoid

Buying a cooler to fix noise that was never coming from the cooler. The three most common sources of a loud PC are a restricted intake, an aggressive fan curve and a resonating panel, and none of them changes when the CPU cooler does — the diagnostic order is in why a gaming PC gets loud.

The second mistake is specific and worth naming: lowering the noise floor makes a constant tone easier to hear. Someone who fits a quiet cooler and then notices a high electrical squeal has not made things worse — they have uncovered coil whine that the fans were masking, and no cooler will help with it.

Free, reversible, and the single largest determinant of noise on most machines — a cooler bought to fix an aggressive curve is an expensive way to change a setting.
Cleaning the heatsink you already have
A fin stack with a felt layer across it makes any cooler work harder and spin faster, and the machine gets quieter the moment the restriction goes.
Undervolting the CPU
Reduces the heat that has to be moved at all, which lowers fan speed without changing any hardware and costs little or no performance on most chips.

Questions people actually ask

Is an AIO quieter than a good air cooler?
Not reliably. It moves the heat to a radiator you can put where exhausting is easier, which helps in a cramped case, and it adds a pump that runs constantly. A large tower air cooler and a well-tuned AIO tend to land close on noise, and the difference is more about the case than the cooler.
What does a pump actually sound like?
A low continuous hum or whir, sometimes with a faint ticking if there is air in the loop. The important property is that it does not vary with load, so unlike fan noise it is present the whole time the machine is on — including when the machine is idle and everything else has gone quiet.
Do I need a bigger radiator to be quieter?
Broadly yes, and for the same reason a bigger air cooler is quieter: more surface area means the same heat is removed with less airflow, and less airflow means less noise. The constraint is whether the case can take it, which is a measurement rather than a preference.
Which is better for a small case?
Usually an AIO, because a tall air cooler simply may not fit and a short one is thermally compromised. That is the strongest argument for liquid on the noise question — not that it cools better, but that it lets you use a larger heat exchanger than the case would otherwise allow.
How long does an AIO last?
It is a sealed system with a pump and permeable tubing, so it has a service life rather than a failure point you can maintain. An air cooler has one moving part, and that fan is replaceable with a screwdriver. On a machine you intend to keep for many years that asymmetry is worth weighing.
Will either fix a loud machine?
Only if the CPU cooler was the thing making the noise. If the machine is loud because the intake is blocked, the fan curve is aggressive or a panel is resonating, a new cooler changes very little — and by lowering the noise floor it can make coil whine more obvious.
