Its two headline numbers come from different decades: 100 W and 480 Mbps. Baseus publishes both, and the slower one decides whether this belongs in your bag.

A cable is not usually worth a review. This one earns it because Baseus prints two numbers on the same product page, and they come from different decades.
100 W, at 5 A and 20 V. That is a current-generation charging cable — enough for a laptop, not just a phone.
480 Mbps. That is USB 2.0. It has been the same figure since 2000.
Both are published, neither is hidden, and the gap between them is the entire buying decision.
What the numbers mean together
USB-C is a connector, not a speed, and power and data travel on separate conductors. So there is no contradiction here — only a choice Baseus made and documented. Carrying 100 W needs an e-marker chip and adequate copper. Carrying 10 Gbps needs extra high-speed pairs and the shielding to keep them clean, which costs more and makes a cable stiffer.
Stiffer is exactly what a retracting cable cannot be. The mechanism is the product, and a fast cable would fight it. So the slow data is not a corner cut; it is what the retraction costs. That is worth knowing before you buy rather than after you plug a camera in.

The part that is genuinely good
Retractable cables usually fail in one specific way: they lock fully in or fully out and nothing in between, so on a plane tray or a bedside table you get a metre of cable you did not ask for. This one presets at four lengths.
That is the reason it is named here rather than left as a generic class. It is a small mechanical decision that fixes the actual annoyance, which is the shape of thing this site exists to point at.
Note that the four-stage figure is the listing's — Baseus's own page for the Mini gives a length and a data rate but does not state a stage count. Everything in the table above is Baseus's; the stage count is not.
Where it fits, and where it does not

The sensible buy if this is the cable that lives in a bag and charges things. One metre, four lengths, 100 W, and a data rate that does not matter for the job.

One metre is short. Fully extended it will reach a bedside socket and will not reach behind a hotel bed, and seat-back sockets on a plane are a coin toss. If the cable needs to cross a room, this is the wrong cable and no amount of retraction fixes it.
And the mechanism is the one moving part. Nobody publishes a cycle rating for it — not Baseus, not its competitors — so anyone quoting you a lifespan is inventing it. That is the thing to watch, not the thing to trust.
Who should solve the tangle a different way
If what you actually want is a bag that opens without a knot in it, the mechanism is not the only way to get there, and it is the only part that can break.

An ordinary 100 W USB-C cable is also worth naming as the honest baseline: cheaper, thinner, nothing to wear out, and identical on the number that decides this, because it will be USB 2.0 too unless its maker says otherwise.
And if data is any part of the job, neither of these is the answer. A camera card or an external drive wants a USB4 or Thunderbolt cable, which costs more, is stiffer, and is the only way to stop 480 Mbps being your ceiling. Buying a retractable cable and then being disappointed by transfer speeds is the most avoidable mistake in this category, and it is avoidable because the maker told you the number.
