Buy the dongle for the screen, and know exactly what you are depending on. A phone gives you live data graphed over time, code definitions looked up properly, and freeze-frame data laid out readably — none of which a small monochrome handheld display does well.

What the handheld gives you is no dependencies. It works with a flat phone, no signal, no app update, and no pairing to fail. Which failure you would rather have is the actual decision.

The bottom row is the same for both and is the most common disappointment in this category. Generic OBD2 guarantees emissions-related systems only. Everything else is manufacturer-specific, and needs checking against your make before you buy either.

The case for the dongle

Live data is the capability worth having

Codes are the advertised feature and live data is the useful one.

A code says a circuit is out of range. Live data shows you a sensor's actual behaviour while the engine runs — a coolant temperature that never reaches thermostat opening, a fuel trim drifting under load, a lambda sensor that has gone lazy rather than dead. Those are diagnoses. A code is a starting point.

Graphed on a phone screen it is readable. On a two-line handheld display it is a number that changes.

It is cheap enough to be a first purchase

The hardware is inexpensive because the software is where the money is. That is worth understanding rather than resenting — but check what the app charges for before assuming the low price is the price.

The case for the handheld

It has one job and nothing it depends on

No pairing, no app, no phone battery, no signal to look up a definition, and no vendor who can discontinue support for your device.

The scenario that makes the case: a car that will not start, at night, away from home, with a phone at fifteen percent that you also need for the recovery call. The dongle is the wrong tool in exactly the moment you most want a tool.

No subscription, ever

It does what it did on the day you bought it, in five years, with no account.

Where the cheaper option is genuinely enough

A free code read. Many parts chains read codes at no charge. If you want to know the code once rather than own the capability, that is the whole answer and it costs nothing.

A multimeter, if the fault is not throwing a code. This is the case people get wrong most often. A parasitic drain, a corroded earth, a failing relay and a bad connector are all invisible to a scanner and obvious to a meter. Buying a scanner for those is buying the wrong instrument.

Automotive multimeter

The complementary tool, not the alternative. A scanner reads what the car reports; a meter reads what is actually happening on a wire.

Nothing at all, on an older car. Some pre-OBD2 systems flash their codes through the dashboard warning light with a jumper or an ignition-key sequence, at no cost — reading fault codes without a scanner on older cars covers the documented procedures.

Who should pick which

Dongle if this is your own car, you want to understand it, and live data interests you. That is most people, and it is the better tool on the merits.

Handheld if it lives in the car for emergencies, or you want a tool with no dependencies and no subscription. Also the better answer if you find phone apps a chore rather than a convenience.

Both, cheaply, if you check used cars regularly. A handheld in the boot and a dongle at home covers the two situations without either compromising.

Neither if the symptom is electrical and no warning light is on. That is a meter's job.

The thing neither of them does

Tell you what to replace. A code names a circuit or a symptom — an oxygen sensor code frequently means an exhaust leak upstream of the sensor rather than a failed sensor, and a misfire code names a cylinder rather than a cause.

Reading a code as a shopping list is how good parts get fitted to cars that still have the fault afterwards. The tool narrows the question; it does not answer it. Questions people actually ask

Which should most people buy?
The dongle, for the screen and the software. A phone gives you live data graphed, code definitions looked up properly, and freeze-frame data in a readable form — all of which a small monochrome handheld display presents badly or not at all.
Then why would anyone buy a handheld?
Because it works when the phone does not. A flat phone at the roadside, a phone with no signal to look up a code, an app that stopped supporting your device, a pairing that will not hold. The handheld has one job and no dependencies.
Does the dongle drain the car battery?
Left plugged in permanently, many do — the port is live with the ignition off and a cheap dongle may never sleep. On a car driven daily it is usually absorbed; on a car that sits it is a genuine cause of a flat battery. Unplug it, or buy one that sleeps.
Will either read ABS and airbag codes?
Sometimes, and it varies enormously by manufacturer and by tool. Generic OBD2 guarantees only the emissions-related systems. Anything beyond that is manufacturer-specific and is the single most common disappointment in this category — check your make explicitly before buying.
Can I clear a code and be done?
You can clear it and it will come back if the fault is still there, which is the useful part. Clearing before an emissions test is worse than useless — it also wipes the readiness monitors, and a car with incomplete monitors fails on that alone.
Do these work on older cars?
Only back to the point where the standard was mandated in your market, roughly the early 2000s in Europe and the mid-1990s in the US. Older than that and the car may have a manufacturer-specific system with its own procedure, sometimes readable without any tool at all.
Is a subscription involved?
Frequently, with dongles, and it is worth checking before buying. The hardware is often sold cheaply against an app whose useful features are paid, annually. A handheld has no such model, which is part of its appeal.
