Refresh Rate vs Resolution on a Fixed Budget
You cannot max both without paying for both. Which one to spend on depends on what you play and how far away you sit, not on which number is larger.

Neither, until you know which one your graphics card can actually feed. That sounds like a dodge and it is the most common way money gets wasted here: a high refresh panel driven at 45 frames a second is an expensive 45 Hz monitor, and a 4K panel your card renders at 30 is worse than the 1440p one you had.
Once that is settled, the answer follows from what you play and how close you sit — not from which number is bigger.

The short version
Refresh rate buys responsiveness. More updates per second means what you see is newer, motion is clearer, and input feels more immediate.
Resolution buys detail. More pixels means finer text, more distant detail, less aliasing.
They compete because rendering cost scales with both, and a fixed budget buys one or the other properly rather than both adequately.

The graphics card is the hidden third variable
Both specifications are demands on the same component. Doubling refresh rate roughly doubles the frames required; moving from 1440p to 4K roughly doubles the pixels of each frame.
Buying either without the card to drive it produces a panel running below its specification, which is the most common expensive mistake in this category. The diagnostic is free: look at what frame rate you currently get in the games you actually play. If it is already below your current monitor's refresh rate, the card is your constraint and neither panel upgrade will change anything.
Viewing distance is the variable nobody mentions
Resolution only pays while your eyes can resolve the pixels. Past a certain distance for a given screen size, additional pixels stop being visible — the detail is there and you cannot see it.
Refresh rate does not work that way. Motion clarity is just as visible from across a room as from two feet.
The practical consequence: sitting close to a large screen is what justifies spending on resolution. Sitting back — on a sofa, or at a deep desk — pushes the answer towards refresh rate regardless of what you play.
The headline numbers omit what makes motion look good
Response time and overdrive tuning determine whether fast motion looks clean or leaves a smear behind it, and neither is visible in "144 Hz" or "4K". A poorly tuned high refresh panel can look worse in motion than a well-tuned slower one.
This is why the specification sheet narrows the field and does not choose for you.

- Competitive shooters, most of your time → refresh rate
- Story games, strategy, anything slow and detailed → resolution
- Mostly desktop, text and work → resolution
- Sitting well back from the screen → refresh rate
- Sitting close to a large screen → resolution
- Current frame rate already below current refresh rate → neither — upgrade the card
- Genuinely mixed use → 1440p at a high refresh rate, which is the compromise that has aged best
The mistake to avoid
Buying the panel first and discovering the card afterwards. It happens because monitors are easier to shop for than graphics cards and the specification is a single legible number. The order that works is to establish what your card delivers today, then buy the panel that matches it.
The second mistake is treating this as the only question.
