Removing it needs the opposite motion: fluid worked in, then pulled back out carrying the contamination with it. That pulling-out step is extraction, and it is the one a cloth cannot do.

The streaky inside windshield

The inside of a windshield defeats people for two reasons at once. The base of the glass meets a deep dashboard, so the angle puts it beyond a hand and a flat cloth. And it films from the inside — plastics and vinyl off-gas a haze onto the glass over months — which a quick wipe smears rather than lifts.

Why will a cloth not shift a set-in seat stain?

Because the stain is down in the fibres and a cloth only works the surface. Wiping spreads it and pushes it deeper. Lifting it needs the fluid worked in and then pulled back out with the contamination in it, which is extraction — spray, agitate, and suck it back up — rather than wiping.
