A tester tells you, right now, whether the battery still has the capacity to start the car. A monitor tells you, over the following days or weeks, whether the battery is behaving normally or quietly losing charge faster than it should. The short version
- Before winter, or at the first sign of slow cranking — tester. That is a capacity question, and only a tester answers it.
- The battery keeps going flat and nobody knows why — monitor first, to confirm there is a real decline and see how fast, before reaching for a multimeter to find the actual circuit.
- The car simply sits with access to a socket — neither. A maintainer prevents the problem instead of measuring it.

Why neither one covers the other's job
A tester exists because voltage lies about health. A battery can rest at a perfectly respectable 12.6V and still have a failing cell that collapses the instant the starter demands real current — voltage measures how full the battery is, not how much it can actually deliver. A tester answers that directly, either by applying a load and watching the voltage hold, or by measuring internal resistance and calculating cranking amps and a health percentage.
A monitor exists because a single reading, however accurate, cannot show a trend. A battery that reads 12.6V on Monday and 12.1V by Thursday is losing roughly half its charge a week, and no individual voltage reading tells you that — only watching the same battery repeatedly does. That is genuinely useful, and it is also all the monitor does: it reports that something is happening, not what.

When neither is the right purchase
If the car sits somewhere with access to a socket, a maintainer solves the actual problem — keeping the battery charged — rather than measuring or reporting it after the fact. Buying a tester or a monitor instead of a maintainer for a car in long-term storage is measuring a problem you could have simply prevented.
Who should buy which
Buy the tester if the question is "will this battery survive the winter" or "is this slow crank the battery or something else" — a point-in-time capacity check answers both directly, and the honest next step after either is done.
Buy the monitor if the car has surprised you more than once with a flat battery and nothing about the cause is obvious yet.
