The room decides this, not the sound. Open-back headphones are usually the better-sounding option and they leak in both directions; in a room with another person, a microphone, or a PC fan, that leak is the entire decision.

The short version
Open back. The rear of the driver is vented. Less resonance behind the diaphragm, a more natural presentation, cooler on the ears — and sound passes freely both ways.
Closed back. Sealed cup. Contains most of what you are listening to, keeps out some of the room, and traps heat against your ears.
The trade is not subtle and it is not primarily about quality.

The leak is symmetrical, and that is the overlooked half
People evaluate open backs on whether others can hear them. The more consequential direction is inward: an open back does nothing about the PC fan two feet away, the mechanical keyboard under your hands, or someone else in the room.
So the failure is not embarrassment, it is that the thing you bought for sound quality is delivering your room along with the music — which is the same trap as choosing a condenser microphone for an untreated space, covered in dynamic vs condenser.
Closed is not cancelling
A sealed cup blocks passively. That works tolerably on higher frequencies — speech, keyboard clatter — and poorly on a low continuous drone, which is exactly what a fan or a train produces.
Active noise cancelling attacks that specific band by generating an inverse signal. If the actual problem is a drone, neither enclosure type solves it and the answer is a different technology.
Heat ends more sessions than sound does
The practical limit on closed backs is not tonality, it is that a sealed cup holds warmth against your ear. On a long working day that is what makes someone take them off.

The decision, plainly
- Private room, nobody to disturb, no microphone → open
- Shared room, or anyone else within earshot → closed
- Recording, streaming or on calls → closed
- Long sessions and you run hot → open, or closed with breathable pads
- The problem is a constant droning fan → neither — that is ANC

Where the cheaper answer is genuinely enough
Two cases where the honest recommendation is to spend less, or nothing.
The headphones may not be the problem. If the reason you are shopping is a machine you can hear through your current pair, the cheaper fix is at the machine. A noisy fan, a coil-whining card or a drive resonating through a desk are all addressable for a fraction of what a new pair costs, and fixing them improves every hour you spend at the desk rather than only the hours you are wearing something. Worn pads mimic a worse headphone. Ear pads compress and harden with use, and as they do the seal degrades — which on a closed back means the isolation you paid for quietly leaves, and on any headphone changes the sound noticeably. People replace headphones over this regularly. A pad set costs a small fraction of a new pair and restores most of the difference.

The upgrade that genuinely is not cheaper: expecting closed backs to solve a room problem. They reduce noise, they do not cancel it, and no amount of money spent on the passive kind changes that.
The mistake to avoid
Buying open backs on a review, in a room with a PC in it. They will sound better than your old pair for the first hour and you will spend the following months hearing your own fans through them. The recommendation was not wrong; it was made about a different room.
The second mistake is expecting closed backs to be quiet. They reduce, they do not cancel, and someone who buys them to escape a droning fan will conclude headphones are useless when what they wanted was a different technology entirely.
